# Democrats win both chambers of Congress: what the 2026 midterm result changes

> Democrats won control of the House of Representatives and the Senate in the midterm elections of 3 November 2026, according to the CNBC Election Desk's projections, with two Senate races still uncalled. Together with a divided government facing a presidential veto, that sets up a new set of fights over tariffs, taxes, the debt ceiling and investigations. This piece sets out the result, what each side says it will do, and the limits on what can actually change, before the series turns to the economy and markets.

## The result

> **Written 6 November 2026.** From CNBC's election desk and live coverage, 4–5 November. Seat counts are projections that were still moving; results are not certified. Payaries is a technology platform, not an adviser. This article reports public information and is not investment, tax or legal advice. Markets are moving quickly — figures below are as reported on the dates given, and the sources linked at the end are the place to check current levels.

| Body | Projected result | Still open |
|---|---|---|
| House of Representatives | Democrats at least 250 seats, Republicans at least 165 (CNBC Election Desk) | Remaining races |
| Senate | Democrats on track for at least 54, Republicans at least 42 (CNBC) | Alaska and Mississippi |
| Governors | Races still being counted; Alaska and Kansas uncalled (CNBC) | Alaska, Kansas |

The Mississippi Senate race was the closest. CNBC reported Democrat Scott Colom leading Senator Cindy Hyde-Smith by 65 votes with about 95% counted, with the outcome possibly hinging on mail ballots arriving after Election Day, which the Supreme Court allowed to count. In Alaska, Democrat Mary Peltola and Republican Senator Dan Sullivan appeared neck and neck. Treat the Senate total as provisional until those are called.

## What President Trump said

In an interview with CNBC, President Trump said he can work with Democrats on “many more things than people understand”, mainly financial issues, and ruled out cooperation on an open border and on transgender athletes. He said he would veto Democratic bills he considers “insane”, and that after a few months of vetoes Democrats would come back to negotiate. He signalled no tariff rollback, arguing that removing them would halt construction at about 3,000 plants. He also agreed with Vice President JD Vance that the Iran war contributed to the losses, then said it was oil prices: “Not the war, the price.”

## What a Democratic Congress can do

- **Investigate.** Democrats gain subpoena power. House Oversight's incoming chair Robert Garcia named the Trump family, immigration enforcement, corporate corruption and Jeffrey Epstein as priorities, per CNBC.
- **Choose leaders.** Hakeem Jeffries formally launched his bid for House speaker, with a vote when the new Congress convenes on 3 January.
- **Shape the money bills.** Senator Ron Wyden, expected to chair the Senate Finance Committee, outlined plans focused on billionaire taxes, healthcare, tariffs and CEO accountability, per CNBC.
- **Fight over the debt ceiling.** CNBC reports it is expected to become contentious, and that analysts warn it could add volatility to the bond market.

## What it cannot do quickly

Divided government means a bill needs both chambers and the President's signature, or a two-thirds majority to override a veto. CNBC quotes policy experts saying household costs such as health insurance premiums, taxes, housing and student loans could be affected, but that changes would take time given Trump's veto power. Goldman Sachs, per Fortune, goes further: it expects new tariff increases after the election that would more than offset any Democratic rollbacks, raising the effective tariff rate by a little under 2 percentage points, and sees a national data-center moratorium as unlikely. Those are forecasts, and the direction of tariff policy is the subject of [part 5](https://www.payaries.com/blog/democratic-congress-world-economy-tariffs-oil-dollar).

New members are not seated until the Congress convenes on 3 January, so the current Congress remains in place for the weeks between.

## The issues that matter for money

| Issue | Where it stands (as reported) |
|---|---|
| Tariffs | Trump signals no rollback; Wyden's committee plans scrutiny; Goldman expects further increases |
| Taxes | Democrats plan to target billionaires and corporate accountability; Trump can veto |
| Debt ceiling | Expected to be a contested fight with possible bond-market volatility |
| AI and data centers | Voters rejected 40 of 41 local data-center measures; Sanders calls for a national moratorium; see [part 6](https://www.payaries.com/blog/data-center-backlash-democrats-ai-buildout) |
| Oil and the Iran war | Vance and Trump both link the loss to the war and energy prices; oil fell sharply after the result |

## What is not known yet

- The final Senate margin, once Alaska and Mississippi are called.
- Whether Democrats unify behind a single AI and data-center policy; there is a range of views from a moratorium to targeted limits.
- Whether the President and a Democratic Congress find compromise on spending, as he has suggested, or settle into veto standoffs.
